About the Role

Overview
The Federal Compliance Analyst supports the execution, oversight, and modernization of a government-backed loan program. This role ensures full compliance with OMB Circular A-129, GAAP, the Federal Credit Reform Act (FCRA), and related federal financial, risk, and reporting standards. The analyst provides expertise across underwriting, credit-risk management, program operations, and ongoing monitoring to strengthen program integrity and accountability.

Key Responsibilities

Ensure program compliance with OMB Circular A-129, GAAP, FCRA, and applicable federal financial-management regulations.
Support loan underwriting, credit-risk assessment, and eligibility determinations, providing guidance that aligns with federal policy and sound lending practices.
Analyze program processes and controls to identify gaps, risks, and improvement opportunities.
Assist in the development and refinement of policies, SOPs, risk frameworks, and internal governance structures.
Evaluate portfolio performance, cohort behavior, default trends, recoveries, and subsidy-cost implications under FCRA guidance.
Participate in financial modeling, cash-flow projections, credit subsidy estimation, and risk-based pricing analyses.
Support program implementation activities including systems support, requirements development, testing, and documentation.
Prepare compliance reports, briefing materials, and audit-ready documentation for internal and external stakeholders.
Coordinate with legal, financial, technology, and program teams to ensure alignment with federal standards, risk policies, and operational objectives.
Assist in vendor, servicer, or partner oversight to ensure adherence to contractual and regulatory requirements.

Qualifications
Bachelor’s degree in finance, accounting, public policy, economics, business, or related field; Master’s preferred.
Experience supporting federal credit, lending, or risk-management programs—experience with government-backed loan programs strongly preferred.
Working knowledge of OMB Circular A-129, GAAP, and the Federal Credit Reform Act.
Strong analytical skills with experience in credit risk, financial modeling, or portfolio analysis.

Ability to interpret regulatory guidance and translate it into actionable recommendations for program teams.
Excellent communication skills, including writing policy documentation and briefing materials.
Preferred Experience
Exposure to the technology sector, innovation-driven lending, venture programs, or modernization initiatives.
Certifications such as PMP, CPA, CFA, or similar credentials.
Experience with federal financial systems, subsidy modeling tools, or loan-servicing technologies.
